    MetService New Zealand have issued severe weather warnings and watches for Canterbury.

    Heavy Rain Warning - Orange

    Period: 11hrs from 7pm Wed, 15 Dec - 6am Thu, 16 Dec

    Area: Canterbury Plains from Rangiora to north of the Rangitata River, including the foothills and Christchurch

    Forecast: Expect a further 20 to 30 mm of rain about and north of Christchurch City, and a further 30 to 50 mm of rain south of Christchurch especially near the coast. Peak rates of 10 to 15 mm/h. Note, heavy rain is expected to ease about Christchurch City around 9pm this evening, with further light to moderate rain there overnight tonight.

    Impact: Heavy rain may cause streams and rivers to rise rapidly. Surface flooding and slips are also possible and driving conditions may be hazardous.

    What you should do: 

    • Listen to a radio or follow your local District's online information for the latest information.
    • Several roads may be impacted by surface flooding. If you need to be on the roads, drive carefully and slowly. Try to avoid driving through surface flooding and stay clear of areas already flooded.
    • Be ready to act quickly. Floods and flash floods can happen quickly and without warning. Be ready to act and have items for evacuation nearby. Find out what to take here.
    • Follow the instructions and advice of emergency services and Civil Defence authorities. Local authorities are the most informed about affected areas you should avoid.
    • If you see water rising quickly, do not wait for official warnings, head for higher ground immediately if it is safe to do so.   
    • Do not try to walk, swim or drive through floodwaters – the water does not have to be very deep or moving very fast before it can carry you or your car away.   
    • Always assume that floodwater is potentially contaminated with animal or human sewage. Ensure hands, clothes and property are thoroughly cleaned after contact with floodwaters.
    • If water enters your home, turn off the electricity to avoid short-circuits sparking a fire.
    • Bring inside or tie down any loose items outdoors.
    • Move livestock to paddocks that allow them to move away from floodwaters, are not at risk from landslides and are not close to power lines.
    • Check on your neighbours and help anyone who might need assistance.
    • If you are told to evacuate, follow the evacuation advice. Evacuation advice overrides any COVID-19 Protection Framework requirements, including self-isolation. Stay 1 metre away from others that are not in your bubble, if you can and if it is safe to do so. If you have time and it will not delay you leaving, take a grab bag with essential items that you might need. This includes your phone and charger, so you can scan QR codes, your vaccination passport should you have one, a mask or face covering, and any medication and personal support items you need for yourself and family members, including your pets. If you are able to, evacuate to friends or family in the first instance.
    • If life, health or property is in danger, call 111.

    Red Strong Wind Warning

    These winds are expected to produce widespread damage, especially to trees and powerlines and could lift roofs. Transport and power networks are likely to be significantly impacted, with road closures and power outages. Conditions will be hazardous for motorists and there is a danger to life from flying debris and falling trees or branches.

    Area: Canterbury High Country and foothills.

    Severe gale northwesterlies are expected, with damaging gusts of 160 km/h in exposed places.

     

    Orange Strong Wind Warning

    Strong wind gusts could damage trees, powerlines and unsecured structures. Driving may be hazardous, especially for high-sided vehicles and motorcycles.

    Area: Canterbury Plains including Christchurch and Banks Peninsula.

    Northwest gales are forecast to be severe at times, with damaging gusts of 140 km/h in exposed places.

     

    Orange Heavy Rain Warning

    Heavy rain may cause streams and rivers to rise rapidly. Surface flooding and slips are also possible and driving conditions may be hazardous.

    Area: The headwaters of the Canterbury lakes and rivers about and south of Arthurs Pass

    Starts: 8:00pm Sun 12 Sep

    Ends: 6:00am Mon 13 Sep

    Expect another 100 to 140 mm of rain about the divide, with 90 mm within 25 km east of the divide. Peak rates of 20 to 30 mm/h, especially in thunderstorms.

    What you should do: 

    • Stay informed - keep up to date with the latest weather information online at Metservice, or on the radio or TV. Monitor your local Civil Defence online channels. You can find these by clicking your district on the homepage map.
    • Check around the house - Check your roof and guttering is secure. Bring inside or tie down anything that can be broken or picked up by strong winds. Branches can become missiles in high winds. If you have a trampoline, turn it upside down or make sure it is properly secured.
    • Bring pets indoors. They can get unsettled by storms and it is more comforting and safer for them to be with you.
    • Get ready - Make sure you have enough supplies to last a few days, including alternative ways to heat and light your home, and cook, if the power is cut. Head to our home ready page to find out how to make a plan before a storm hits.

    During the storm

    • Stay inside - don't walk around outside and avoid driving unless absolutely necessary.
    • If it is windy, close exterior and interior doors and windows but open a window on the side of the building away from the wind – this will relieve pressure on the roof. Pull curtains and blinds over windows and stay away from them.
    • Watch out for lightning or power surges. Avoid bathtubs, taps and sinks because metal pipes and plumbing can conduct electricity if struck by lightning. Use your water from your emergency supplies. Unplug small appliances that may be affected by electrical power surges. If power is lost, unplug major appliances to reduce the power surge and possible damage when power is restored.

The rain is beginning to increase flows in Canterbury’s alpine rivers, and flows will continue to increase through today and into tomorrow. Flows in the Ashburton River catchment are also increasing, as the rain is extending quite a way east of the divide in this area.     As of 4pm Thursday 10 June (4.30pm for Selwyn), these districts move to transition to recovery, meaning they have a 28-day period to use powers available under the Civil Defence Emergency Management Act to assist with the recovery should they need them.

    Rapid impact assessments are continuing today in areas affected by flooding in Canterbury. 

    Emergency Management Canterbury Group Controller Don Chittock says that welfare teams are out and about in rural areas again today, making home visits to residents to establish their immediate needs. 

    “We are working with the Rural Support Trust and other networks to match immediate needs with offers of assistance and also build a more complete picture of social and economic impacts as we move towards recovery,” Mr Chittock says.  

    Anyone who is struggling or feeling under pressure can also talk to a trained counsellor by texting or calling 1737. The Rural Support Trust is available on 0800 787 254.

    Environment Canterbury has heavy machinery working to open Te Waihora / Lake Ellesmere to the sea, which will begin to lower the lake level and provide some relief to the residents of Selwyn Huts.  

    Environment Canterbury’s flood team is also closely monitoring river levels as MetService has forecast a further 10-20mm of rain to fall in some parts of the region today. Mr Chittock says that the current advice is that the rain is not expected to worsen existing conditions in the Ashburton, Selwyn and Waimakariri Districts, but civil defence and Environment Canterbury staff will be closely monitoring for any localised impacts on roads, bridges and stopbanks.

    MetService advises that a red warning for heavy rain in Canterbury is still in place this morning. Heavy rainfall has resulted in severe flooding across Canterbury.

    Ongoing dangerous river conditions and further flooding are expected. Slips and floodwaters will continue to disrupt travel, making some roads impassable and possibly isolating communities.

    Stay away from floodwater: Floods and flash floods can happen quickly. If you see rising water do not wait for official warnings.

    Head for higher ground and stay away from floodwater. Advice from Canterbury District Health Board is to treat avoid contact with flood waters if you can and assume they will be contaminated by sewage

    Do not travel unless absolutely necessary. Never try to walk, swim or drive through flood water. Many flood fatalities are caused by people attempting to drive through water.

    If water enters your home, turn off the electricity to avoid short-circuits sparking a fire.

    Check on your neighbours and help anyone who might need assistance if it is safe to do so.

    If life, health or property is in danger, call 111.

    The Canterbury Civil Defence Emergency Management Group has declared a state of local emergency in Canterbury, extending emergency powers across the entire region, as heavy rain continues to fall. Here is an update on the situation.

    Evacuations

    If you are required to evacuate, you will receive an emergency SMS message. Please keep an eye on your local council’s communications channels for more information.

    An evacuation order is currently in place for an area close to the banks of the Eyre River and for Fernside residents between Mt Thomas Road, Oxford Road and Merton Road. Check the Waimakariri District Council website for more details.

    If you are in an area that could be asked to evacuate, please consider making a plan for you and your pets to safely leave the area.

    Roads

    Surface flooding is affecting roads across the region and residents are advised to avoid all non-essential travel.

    In addition to local road closures, several parts of the State Highway network are currently closed:

    • SH1 Temuka near intersection with Arowhenua Rd
    • SH1 Hinds River Bridge
    • SH1 Ashburton near intersection with Saunders Rd
    • SH79 Fairlie to Rangitata
    • SH77 Rakaia Gorge to Methven
    • SH77 Glentunnel to Windwhistle
    • SH73 Springfield to Castle Hill
    • SH8 Fairlie to Tekapo (Burkes Pass)
    • SH1 and SH8 Timaru to Fairlie

    The Waka Kotahi website will have updates on State Highway closures.

    Weather updates

    Another 80-100mm of rain is expected about the Canterbury High Country and foothills.

    A further 30-50mm of rain is expected on top of what has already fallen about the Canterbury plains and coast.

    Peak hourly rainfall rates of 10 to 15mm per hour are expected about the High Country and foothills.

    Rainfall south of the Rangitata River is expected to ease from mid-morning Monday and from mid-afternoon Monday farther north. Check the MetService website for weather updates.

    Rivers

    Environment Canterbury is monitoring river flows across the region. The main concerns are currently:

    Kaikoura District

    Further heavy rain is expected overnight.

    Hurunui District

    Some overflow from the Hurunui River is expected to low lying farmland in the lower reaches of the river.

    Waimakariri District

    An evacuation order is currently in place for an area close to the banks of the Eyre River and for Fernside residents between Mt Thomas Road, Oxford Road and Merton Road. Check the Waimakariri District Council website for more details.

    Selwyn District

    The Selwyn River is starting to overtop into the Irwell River above State Highway 1. Breakouts are anticipated on the Selwyn River throughout the night.

    Ashburton District

    Environment Canterbury staff are monitoring the Jessops Bend area of the Ashburton River, which is the main break out point of concern for Ashburton town. Overflows upstream are taking place towards Greenstreet and surface flooding is possible to the south of the South branch of the Ashburton River.

    Timaru District

    Out of river flooding will continue to affect low lying areas between Geraldine and Temuka, including around the Hae Hae Te Moana and Kakahu rivers and in the Arowhenua area. There has been overtopping of the Waihi River on both sides below Beeby Road.

    Mackenzie, Waitaki and Waimate Districts

    There is some out of channel flooding in the Mackenzie, but no extensive flooding.

    The Canterbury Civil Defence Emergency Management Group has declared a state of local emergency in Canterbury, extending emergency powers across the entire region, as heavy rain continues to cause flooding.

    Chair of the Joint Committee Lianne Dalziel made the declaration at 4:45 p.m., extending the state of emergency across Canterbury, following local declarations of emergency in the Timaru, Ashburton and Selwyn districts.

    Dalziel said that the group felt that it was important that they declare an emergency for the entire Canterbury region, which will give local authorities the ability to take any action required as the situation unfolds.

    “It also means all of the region’s resources are available, and we don’t have to worry about territorial boundaries,” she said.

Peak hourly rates of 10 to 20mm/h are expected, especially from later today and during Sunday. Also note, the freezing level is forecast to be around 1400 metres today, then lifting to around 1800 metres on Sunday, before lowering to 1400 metres again on Monday. Heavy Snow is expected above the freezing level throughout the event, but heavy snow may fall as low as 1000 metres in some places at times, especially today and on Monday.

    This rain is expected to cause dangerous river conditions and significant flooding. Slips and floodwaters are likely to disrupt travel, making some roads impassable and possibly isolating communities.
